43:31 · Az-Zukhruf
وَقَالُوا لَوْلَا نُزِّلَ هَٰذَا الْقُرْآنُ عَلَىٰ رَجُلٍ مِنَ الْقَرْيَتَيْنِ عَظِيمٍ
Also, they say: "Why is not this Qur'an sent down to some leading man in either of the two (chief) cities?"
