7:102 · Al-A'raaf
وَمَا وَجَدْنَا لِأَكْثَرِهِمْ مِنْ عَهْدٍ ۖ وَإِنْ وَجَدْنَا أَكْثَرَهُمْ لَفَاسِقِينَ
Most of them We found not men (true) to their covenant: but most of them We found rebellious and disobedient.
